Vallejo council adopts HUD CAPER showing CDBG and HOME spending, navigation center costs

The City Council unanimously adopted the City of Vallejo's HUD CAPER for fiscal year 2024'25, a required annual report summarizing community development and affordable-housing program performance under the CDBG and HOME entitlement grants.
Housing Director Alicia Jones told the council the city is an entitlement jurisdiction and will receive approximately $1.0 million under the CDBG program and approximately $463,000 under HOME in 2024'25, though the HOME amount is currently subject to a multi-year voluntary grant reduction tied to prior HUD findings. Jones said CDBG program spending was roughly 99% expended and that more than $778,000 from CDBG went toward development and construction of the navigation center (project management, modular units and restrooms).
Jones reported programmatic outcomes, including roughly 773 residents/families served across public-service partners and approximately 510 families assisted via the Housing Choice Voucher program as of June 30. The council adopted the CAPER and authorized transmittal to HUD.
Next steps: staff will forward the CAPER documents to HUD and continue to monitor HOME reductions and program income assumptions.
