Joint committees forward O-1425 implementing Annapolis Ahead Comp Plan to City Council with committee amendments

At the close of a joint meeting on Oct. 3, the Rules and City Government Committee and the Environmental Matters Committee voted to forward O-1425 — the implementation ordinance for the Annapolis Ahead Comprehensive Plan 2040 — to the full City Council with the committees' amendments and recommendations.

The joint meeting addressed multiple sponsor amendments. Amendments 1–3 had been handled previously; Amendment 4 (reordering and expanding the list of purposes in subsection A to emphasize mixed-use, transit and community benefits) and Amendment 5 (green-roof and rooftop-use standards) were recommended favorably by both committees. Rules chose to take no action on Amendment 6 to allow more work with staff and stakeholders, but Environmental Matters later voted to recommend Amendment 6 favorably; the joint record shows both recommendations forwarded to the Council.

Planning staff briefed the committees several times during the meeting and urged careful drafting where technical details affect implementation. "The foundational purpose of this set of amendments is to mitigate some obstacles that have slowed down redevelopment of obsolete or underutilized properties," said Chris Kubiak, summarizing staff's view that the ordinance seeks to help redevelopment consistent with the comprehensive plan. Staff also told the committees that some provisions — particularly those in Amendment 6 — are complex and warrant industry vetting to avoid unintended cost impacts on housing delivery.

Procedurally, motions and voice votes on the amendments and on the overall recommendation were recorded in the transcript; the record reports ayes and nays but does not include roll-call tallies by named members. The joint committees adjourned to give broadcast staff time to switch facilities and planned to reconvene the Rules Committee for separate business later in the afternoon.
