Skogstad told the council he did not see a benefit to the city in withholding consent and that approving the assignment would allow the transaction to proceed without disrupting the financing mechanism.
Council members raised standard questions about the term and mechanics of the TIF; one councilor asked how long the TIF lasts, and Skogstad replied his recollection was "up to 15 years" but he had not pulled the agreement to confirm the exact term.
