Plain City previews 2026 budget, schedules stormwater utility discussion and tables property executive session

City staff updated the Plain City Council on early 2026 budget work, saying department‑head meetings are complete and staff is collecting cost estimates for next year’s projects. The update focused on timing for a proposed stormwater utility and a recently postponed executive session on a property purchase.
Staff told the council the stormwater utility remains under consideration and that the plan is to revisit it at the September work session; staff recommended two readings afterward so implementation could begin Jan. 1 with its own account for revenue and expenditures. "I want to make sure one reading has kind of a public‑hearing feel even if we don't call it," a staff speaker said, noting the intent to provide residents with advance notice and clear communications about opt‑out options.
On related operational items, staff reported prior conversations with finance about contracting pool operations to a swim management company (to manage hiring and daily operations) but said the option was not favored in earlier finance discussions and that the village will instead focus on internal process improvements for the aquatic center this year.
Council members asked for explainer videos and a central web page to help residents understand the stormwater utility and annexation/zoning steps. Staff and the communications manager agreed to coordinate newsletter, app and website notices and to produce outreach materials that explain when the village has zoning authority and when property decisions remain with landowners.
Before moving into a scheduled executive session to discuss purchase of property for public purposes under Ohio Revised Code section 121.22(G)(2), the council paused because of audiovisual limitations and tabled the executive session until Monday.
What’s next: Staff plans to return to the council in September on the stormwater utility with public outreach materials in advance of readings; the executive session on the property purchase will take place Monday (as tabled).
