The Maitland City Council on Monday set the city's proposed FY2026 millage rates and adopted a tentative general fund budget, with a public hearing on the proposed tax increase scheduled for Sept. 22, 2025 at 6:30 p.m. in Maitland City Hall Council Chambers.
Staff presented the recommended FY2026 budget and revenue assumptions, detailing modest increases in several revenue categories and explaining that FEMA reimbursements are not accrued until obligated by FEMA. Finance staff said charges for services, including EMS transports and parks user fees, were projected slightly lower than FY2025 largely because special-detail reimbursements for police work at regional events have decreased. "Due to the timing of these reimbursements, we don't actually accrue pending FEMA reimbursements," the finance presenter said during the review.
The council set the proposed operating millage at 5.0465 mills and the proposed voted debt millage at 0.196 for a combined proposed rate of 5.2425 mills. Staff gave a homeowner example: at 5.2425 mills a home with a taxable value of about $500,000 would pay a little over $2,600 in operating and debt millage. Council member (mover) made the motion to adopt the tentative millage and the council approved it by roll call; Council members Schaney, Raygall, Jeffrey and French and the mayor were recorded as voting Aye.
Council also moved to adopt a tentative general fund budget of $42,205,000. The motion was seconded and approved in roll call as the council advanced the budget to the advertised hearing.
Staff framed the budget within the council's strategic priorities and the city's capital program. Projects highlighted included the library and park project (construction plans near 100%, with construction expected in early FY2026), completion of the East-West Connector Trail, continued sidewalk and trail work to improve walkability, a multi-year septic-to-sewer conversion plan required by the state, stormwater design work at a frequently flooded crossing of Lake of the Woods Creek, and repair and replacement of aging utility infrastructure. "We already have our first pre-construction conference on that," staff said of the library project; staff also noted several state sponsors and grant efforts that have assisted individual projects.
The council set the public hearing on the proposed tax increase for Monday, Sept. 22, 2025, at 6:30 p.m. at Maitland City Hall and directed staff to proceed with the advertised timeline required under state law. No members of the public spoke during the millage-specific public comment period.
