Plain City Council approves release and acceptance of bonds for Darby Station Phase 5 after inspector sign-off

Plain City Council voted unanimously to release performance and accept maintenance bonds tied to Darby Station Development Phase 5 after staff said inspectors determined required work was complete.

Council Member (unnamed) moved to release the maintenance bond for Darby Station Phase 5 mass earthworks; the motion was seconded and the presiding official announced the motion passed. The council then moved to release the performance bond and accept the maintenance bond for Phase 5 Part 1 (street and storm), and that motion also passed.

The motion followed a brief exchange about how the village verifies completion. Council Member (unnamed) asked how inspections are handled and who verifies punch-list items. Village Administrator Miss Lupton said the village inspection team conducts the field inspections and that, for the two items before the council, “the inspector said that they’re good to go.”

No members recorded a negative vote when the board adopted the bond releases. The releases transfer long-term responsibility from the developer to the village’s maintenance/acceptance records and formally allow village staff to assume responsibility for the public infrastructure listed in the accepted maintenance bonds.

The action affects the Darby Station subdivision and concludes the village’s formal acceptance processes for the Phase 5 work identified in the motions. The council did not discuss any financial penalties or open punch-list items in public at the meeting.
