Board hears expanded teacher induction and GROW program plans; proclaims Service Personnel Day and approves personnel items

Kelly Watts provided the board with an overview of the Teacher Induction Program (TIP) and the GROW alternative-certification program. Watts said TIP currently includes 18 first-year teachers and — pending agenda approvals — will increase to 20; the program has been restructured from two years to one and will provide three continuing-education credits per semester (six continuing-ed hours total per year) and a $500 stipend each semester to participants.
"It's a one-year program now and the support that we're giving," Watts said, noting academic specialists and special-education supervisors will mentor new teachers and courses will be delivered via Hanover and Schoology. She added GROW (Guide, Retain, Orient, Welcome) is designed to support alternative-certification candidates and currently has nine participants at various start points in the school year.
In personnel business, the board considered a pulled item and handled personnel motions. The board approved an extended-time agreement for Mark Neely (listed on the agenda effective 08/13/25) after a motion and second, then approved the remaining personnel items as presented.
Separately, the board adopted a proclamation recognizing 09/18/2025 as Cabell County Schools Service Personnel Day. The proclamation text praises service personnel for maintaining buildings and grounds, preparing meals, transporting students and providing vital noninstructional services. Trustees discussed small local celebrations and social-media recognition for service staff and thanked maintenance and custodial personnel for their response to a recent transformer outage.
