Board considers contracts for Clerk of the Works, safety liaison and reviews prior traffic study for Meadows Elementary

Mr. Boggs presented operations items including three contracts and a traffic-study update for Meadows Elementary.

Boggs described a transition contract with Mountain State Educational Services for a Clerk of the Works to provide on-site oversight during construction and to cover transition and vacation payout. He told the board the contract was advertised with a "not to exceed $10,000" cap and said the district subsequently received an executed agreement "a little over $5,000." "That is a total of $10,000 know not to exceed that. I can tell you it will not come anywhere close to exceeding that," he said.

Boggs also presented a proposed contract with Mountain State Educational Services to provide an elementary safety liaison to assist the district safety officer, conduct door checks and build relationships with students as an extra on-site presence.

On traffic, Boggs said staff had discussed a traffic study for Meadows Elementary and discovered a study completed by ZMM in June 2023. He said Mr. Ferguson located and sent the study to Superintendent Hardesty and that the district will forward the study to the Huntington Police Department and the Department of Highways for expert review. "There was a traffic study that was done ... back in June 2023," Boggs said.

Why it matters: The Clerk of the Works contract covers construction oversight for projects where on-site supervision is considered best practice and required by certain funding rules; the safety liaison would add hands-on monitoring at elementary sites; and the traffic study will guide whether further traffic controls or police direction are necessary at Meadows Elementary.

Next steps: Boggs said staff will ask traffic experts to analyze the June 2023 study and return recommendations; the Clerk of the Works contract and safety liaison item were listed for possible approval on the consent/contract agenda.
