Walkable Volusia urges charter change to steer impact fees to transit and bikeways

Devin Morris, speaking for Walkable Volusia, urged the Charter Review Commission to consider codifying a permanent funding split so that a portion of transportation impact fees would be dedicated to alternate modes of transit.
Morris told commissioners the county collects "over $80,000,000 a year in impact fees that are earmarked for transportation, and 100% of them go toward road construction." He proposed a 70/30 or 80/20 revenue split to channel money into Votran, bikeways, trails and shuttles, arguing that people do not use alternate transit modes because the services are often unreliable and unattractive.
Morris said redirecting impact-fee revenue to build reliable transit and bikeways would reduce sprawl, improve safety and yield economic benefits. Commissioners did not act on the proposal during the listening session; the chair reiterated that staff will collect comments and present materials for discussion at the commission's Oct. 13 meeting.
