Budget committee holds proposed rock-salt, calcium‑chloride contract (Resolution 21982)

Jackson County Budget Committee members agreed to hold Resolution 21982, a proposed 24‑month supply contract with two 12‑month extension options for calcium chloride pellets and rock salt, after members said they wanted departmental testimony before approving the award.

Chair Charlie Franklin opened discussion by asking whether anyone was present to testify and suggested the committee could "obviously just hold it." Procurement staff told the committee the contract covers annual supplies "for the county for various departments," indicating the county routinely purchases rock salt and calcium chloride for operational use.

Legislator Manny Abarca moved to hold the resolution so that departmental representatives can explain what they need and why, a motion the committee agreed to. A member questioned why the contract contains two 12‑month extension options, a detail staff said could be reviewed when departments appear.

Resolution 21982 would have awarded supply contracts under Invitation to Bid No. 24‑087 to New Life Labs, Inc., of Kansas City, Mo., and Humana Chemicals, Inc., of Potomac, Md., for material furnished to various county departments. The committee recorded that it will hold the item pending the requested departmental testimony and additional procurement detail.

Next steps: the committee will schedule departmental testimony or otherwise request the procurement office to provide justification for the extension options and the county’s ongoing annual needs before reconsidering Resolution 21982.
