The Joint Committee on Agency Rule Review adopted minutes from its Aug. 14 meeting, read both a no‑change agenda and a corrected regular agenda covering dozens of agency rule packages, and scheduled its next meeting for Oct. 6.
Co‑chair Peterson opened the meeting and referred members to the Aug. 14 minutes. "Hearing none, the minutes will be adopted as written," he said. The clerk completed a roll call that named legislators present and noted a quorum.
The clerk read the no‑change agenda, which included item 1, Attorney General Charitable Foundation (2 rules); item 2, Board of Motor Vehicle Collision Repair (27 rules); item 3, Department of Taxation (10 rules); items for the Department of Youth Services and Opportunities for Ohioans with Disabilities; and items 6 and 7 for the State Racing Commission (45 rules). After finishing the no‑change agenda, the committee moved to the regular agenda.
A director on staff read the regular agenda and told members the committee had experienced technical difficulties with the agenda files. "Bear with me Mr. Cochair, we had some technical difficulties with our agendas," the director said, and warned that several Department of Children and Youth entries would be changed as read. The director also indicated that several items had been withdrawn and should not appear on the agenda.
The regular agenda enumerated rule packages from multiple agencies, including the Department of Commerce (Ohio Building Code, Mechanical Code, Plumbing Code), Department of Health, Department of Job and Family Services (Divisions of Food Stamps and Public Assistance), Bureau of Motor Vehicles, Department of Taxation, Medical Board items (genetic counselor licensing, dietetics and physician assistant licensing), Department of Medicaid rule sets, the Environmental Protection Agency, Legislative Service Commission, Public Employees Retirement System, Secretary of State Elections, State Board of Pharmacy terminal distributors, State Board of Psychology and State Medical Board matters. The director specifically noted withdrawn items (for example, item 12 and other DCY items listed as withdrawn earlier in the reading).
With no questions or comments on the regular agenda, Co‑chair Peterson said the committee would meet next on Oct. 6 and expected to return to the Upper Chamber once building air conditioning issues were resolved. "The next meeting will be October 6," Peterson said. He then moved to adjourn; "Hearing no objections, we are hereby adjourned in 5 minutes and 30 seconds," he declared.
Actions taken during the brief session were procedural: the committee adopted the Aug. 14 minutes and formally adjourned. No formal votes on rule packages were recorded on the transcript.
