Hoover council approves multiple routine resolutions and contract actions; votes at a glance

The Hoover City Council took action on a slate of routine items during its regular meeting, approving a series of resolutions and motions covering elections, facilities, contracts and budget amendments.

Council approved Resolution 8540-25 appointing election officers and setting compensation for the 2025 municipal and runoff elections. It also approved an $8,250 change order (Resolution 8541-25) to add seating installation work to the Hoover Public Library theater renovation contract.

The council approved a $12,515.10 net change order for the Thornton Drive sidewalk project (Resolution 8542-25), noting deductions of $6,044.90 and additions of $18,560.00 explained by staff. The body awarded Bid No. 25-013 for Chapel Lane sidewalks to Avery Landscaping and Associates LLC for $548,169 (Resolution 8543-25); staff said the project had four bidders and the contract allows 90 calendar days for completion with existing budget authority (original budget $691,000).

A budget amendment was adopted for electrical repairs at Hoover Esport Park (Resolution 8544-25). Staff described continuity and resistance testing that revealed wiring failures across three hubs and said additional engineering invoices and repairs were anticipated; staff cited estimated figures that increased from "$3.10" to "$3.50" but did not specify units in the meeting record. Council approved the amendment.

Council also approved a $44,000 budget amendment for replacement point-of-sale hardware for the city’s Clover system (resolution caption in packet: Resolution 85445-25; presenter: Mister Eley), after staff said the existing hardware will no longer be supported by the manufacturer after Sept. 30.

The council authorized a four-month no-cost extension for Hunden Partners to complete a market feasibility study for Central Hoover (Resolution 8546-25) so staff and the consultants can finish reporting and presentations through December.

The city also approved nuisance abatement action at 425 Shades Avenue (Resolution 8522-25); withdrew Resolution 8523-25 for 24 13 Regent Circle after staff confirmed property compliance; and authorized abatement at 3456 Blueberry Lane (Resolution 8524-25) while staff continues to work with the property heir. Finally, the council adopted Ordinance 25-2679 to rezone 2240 Chapel Road to R-3 Family Residential (vote 5–0), with staff noting the 12,000 sq ft lot can accommodate a single-family dwelling under R-3 standards.

Votes were recorded by voice in most cases; where roll call was taken on the rezoning, the ordinance passed 5–0.
