Council committee agrees to send Accelerate Memphis A&E transfer to full council after parks staff request

Parks staff and city administration asked a council committee to transfer compound interest from Accelerate Memphis accounts to cover outstanding architecture and engineering (A&E) fees tied to multiple community‑center and park projects.
Parks staff identified a list of Accelerate projects (Riverview Community Center, Douglas splash pad, Bigford Aquatic Center work, Whitehaven Banquet Hall, North Frasier roof replacement and deferred maintenance across facilities) and said the total required to complete the outstanding A&E work is $456,200. "We are requesting a transfer of $436,249," a Parks presenter said during the committee presentation.
The administration explained that the funds represent compounded interest previously earmarked for Accelerate projects and emphasized that no key project (for example, Chandler Park) would be defunded by the transfer. "Parks no longer need [a previous allocation] so we've identified where compound interest was allocated last year, and compound interest will be able to pay the A and E fees," an administration official said.
Councilmembers pressed for documentation, including line‑by‑line accounting for the Southwest Twin item and confirmation that Chandler Park remains fully funded; Deputy Director Marsha Allen and administration staff pledged to provide an accounting and to return to the committee and council with more detail if additional funds remain.
Motion to move the resolution to the full council was made by Councilwoman Logan and seconded by Councilwoman Walker. The committee decided to forward the item to the full council "without recommendation" to allow members time to review the resolution before the full meeting.
