Off-road industry outlines statewide strategy and events; Novora pushes 'sufficiency' approach

Alexis Nelson, associate director of the Nevada Off Road Association, said the Nevada Off-Road Summit will be held at the Elko Convention Center in October and announced a proposed Off-Road Film Festival and a Nevada economic strategy and recreation forum (in partnership with UNR) to better connect tourism, recreation and local economic development.
Later in the meeting, Matthew Giltner (Novora) presented a detailed proposal — "moving from minimization to sufficiency" — urging land managers to shift policy language from minimizing motorized-recreation impacts to instead managing for adequate trail access alongside resource protection. Giltner argued that a sufficiency approach, paired with stronger partnerships and grant-funded infrastructure, would help Nevada retain tourism and increase voluntary registration and stewardship.
Giltner and several commissioners discussed federal policy shifts (referencing recent executive orders and federal legislation) and recommended continued coordination among state agencies, user groups and land managers to align trail projects with available funding. Novora offered to provide a public version of its full proposal once cleared for distribution.
