Continuum of Care asks Cumberland County for three staff positions, seeks ARPA funding

The Continuum of Care (COC) board has voted to move three functions to county administration and asked Cumberland County commissioners to finance the positions and operating costs, a county staff presenter told the board.
The COC, through its board chair Miss Brown (introduced by county staff), requested three staff positions and some additional dollars. County staff said the recurring cost would be $236,705 annually or $710,115 over three years. The requested positions include an administrative assistant (to manage meetings, websites and provide grant‑writing assistance), an HMIS/NC Cares 360 data analyst and a social worker housing navigator.
Staff said there is an approved ARPA freedom‑capacity allocation for community development that would align with the request, and suggested placing the item before the ARPA committee for formal consideration in September after the August meeting cycle. The Aug. ARPA committee was canceled, prompting the recommendation to bring the matter to the committee in September.
Vice Chairwoman Jones was asked to make a motion to move the item through the committee process. Commissioners did not take a final funding vote at the meeting; staff proposed either placing the request on the ARPA committee agenda or bringing it back for further action.
Next steps: staff recommended ARPA committee consideration in September and follow‑up to determine timing and any required budget adjustments.
