Carbondale council approves consent agenda, small police budget adjustment and major contracts

The Carbondale City Council approved its consent agenda and several finance and contract items during the Aug. 12 meeting.
Staff presented a consent agenda that included two warrants (Wells Fargo warrant for period ending 06/30/2025 for FY26 in the amount of $250,108.78 and another warrant for $1,376,514.96), acceptance of board and commission minutes, a continuous encroachment permit for property adjacent to 511 and 513 South Illinois Avenue, a proposed FY26 police department budget increase of $3,494 (Item 7.6), a conditional award for MFT‑funded street maintenance materials to Illini Asphalt Corp. for $47,274.52 pending IDOT concurrence, an amendment to a TIF redevelopment agreement with Park Ridge Midwest Realty LLC, and an award of the Main Street water‑main replacement contract to A & W Plumbing and Heating for $527,649.66.
Council member Gilman requested item 7.6 be pulled for separate consideration. The council then approved consent items 7.1–7.5 and 7.7–7.9 by motion. Item 7.6 was moved separately, seconded, and approved after roll call; Council member Kelman voted No while the remaining members and the mayor voted Yes.
No additional conditions or follow‑up dates were added to the record for the contracts during the consent vote; staff noted the MFT award was contingent on Illinois Department of Transportation concurrence.
