Morrow County requests EPA technical correction to route $1.32 million CDS Phase 2 funds to city of Irrigon

Morrow County commissioners voted to seek a technical correction to a congressional directed spending (CDS) Phase 2 award so that $1,320,000 would be designated to the City of Irrigon to support a test well, pump site and related infrastructure needed to expand access to clean drinking water in affected unincorporated areas.
County staff described two administrative approaches: make the city a subrecipient (county remains fiscal agent and audits) or pursue a technical correction so the money goes directly to the city and the city manages reporting and implementation. Staff said EPA Region 10 and Senator offices have reviewed the idea and indicated support for a technical correction; staff recommended sending a letter to EPA to request the change.
Commissioners discussed federal funding stability and safeguards; county staff said converting the recipient now and submitting project documentation would lock the funds and reduce risk of federal reallocation. The board approved the letter and authorized staff to proceed with a potential intergovernmental agreement (IGA) between the county and the city if the technical correction is approved.
What’s next: if EPA approves the technical correction staff anticipate negotiating an IGA with the City of Irrigon to define responsibilities and potential county oversight for project connections and access for unincorporated residents.
