Council approves major modifications for The Leaves senior campus with fence and sidewalk-easement conditions

The Richardson City Council unanimously approved Zoning File 25-12, granting major modifications to the West Spring Valley Corridor PD plan to allow The Leaves senior campus at 1230 W. Spring Valley Road to add residential duplex units and to regularize several existing nonconforming elements.

Staff explained the request would bring the longstanding Christian Science campus into conformance by permitting an independent-living and nursing use via major modification, and would allow four duplex buildings (eight additional dwelling units) and retention of staff housing. The staff report noted several requested exceptions: a smaller duplex building footprint than the code minimum, surface parking in lieu of required garage parking, building placement interior to the site rather than in a build-to zone, and the opportunity to replace an existing perimeter fence.

During council discussion members focused on sidewalk obligations, right-of-way ownership, and fence materials and location. The applicant agreed to dedicate a sidewalk easement if required. Mayor Pro Tem Hutchenrider moved to approve the zoning modifications with the following conditions: allow an 8-foot wrought-iron fence at the front entry, require composite wood construction for remaining perimeter fencing, and accept dedication of an approximately 22-foot sidewalk easement. Council Member Dorian seconded; the motion passed unanimously.

Staff noted the City Plan Commission had recommended approval (7-0) and that there were no written public objections on file. The applicant said the project is donation-funded and aimed at preserving open space and maintaining an existing campus fabric.
