Council hears updated statement of goals from Ramsey Consulting; adoption scheduled for Aug. 25

Rick Robinson of Ramsey Consulting presented an update to the Richardson City Council on a refreshed Statement of Goals for the 2025—2—8—827 term, describing the document—2—8—8s organizing structure (mission, vision, goals, strategies, objectives and tactics) and highlighting that vision changes were minor while several strategies and tactics were added or reclassified.
Robinson told council the process began roughly 12 years ago and staff and consultants have used survey responses and one-on-one interviews to refine priorities. He said the goals break into four balanced-scorecard categories: finances, customer experience, internal processes and employee culture. Robinson emphasized that the Statement of Goals is aspirational and that a formal resolution adopting the document would be placed on the Aug. 25 council agenda.
Council members asked clarifying questions about overlapping strategy items, the inclusion of aesthetics and design standards in the tactics list, and what would be returned to council as a full set of proposed tactics. Staff said they will return after budget adoption with a complete list of tactics and a communications plan to share the adopted statement.
