Hallandale Beach unveils vulnerability assessment, urges immediate swale and seawall planning

The city’s sustainability and resiliency officer presented findings from a consultant‑led vulnerability assessment and adaptation plan funded under the Resilient Florida grant, showing model results for mean high‑high tides, sea‑level scenarios and compound flooding now through 2050 and 2080. Kamari Harris said the draft assessment will be presented to the public on Aug. 21 and finalized next month.
Harris and City Manager Dr. Earl stressed the urgency: maps show Hallandale Beach among the county’s most vulnerable areas for high heat and coastal flooding, and staff emphasized the need to combine nature‑based solutions (swales, green‑space capture) with engineered measures (seawalls, flood barriers). "This is not a 20 year problem. This is a now problem," Dr. Earl said, urging immediate policy direction and funding strategies for neighborhood‑scale projects.
Staff proposed an aggressive swale recapture and maintenance program that would bring swales back under city engineering control—designing slope, storage capacity and regular maintenance to ensure consistent performance. Staff said engineered swales and bioswales could increase storage, slow runoff velocity and reduce stress on gray infrastructure as a near‑term mitigation step available more quickly and at lower immediate cost than large pipe and bridge projects.
Commissioners raised Golden Isles and other low‑lying neighborhoods as priorities and asked staff to explore funding mechanisms (grants, neighborhood improvement zones or coordinated seawall projects) to avoid leaving the cost burden to individual property owners. Staff noted some seawall replacements can cost hundreds of thousands per property and advocated for coordinated approaches to achieve area‑wide flood protection.
Next steps: a public outreach meeting (Aug. 21) on the draft vulnerability assessment, continued coordination with Broward County resilience staff and staff work to scope near‑term swale and targeted seawall strategies and funding options for commission consideration.
