Riverdale council renews garbage contract, adopts city-sponsored events policy

Riverdale City Council voted unanimously on Aug. 5 to renew the city's annual agreement with Robinson Waste Services for garbage and recycling collection and to adopt a formal policy governing city-sponsored and city-associated events.

Public works staff introduced the annual renewal as a routine, yearly contract that uses previously approved rates in the city's fee schedule. "They always step up in emergencies," said Mister Douglas, noting Robinson has provided extra dumpsters and service during holidays and special events. Robinson representatives in the council chamber praised Riverdale's participation rate and said curbside recycling participation has grown substantially.

Councilor Haas moved to approve Resolution 2025-28 renewing the Robinson contract; the motion passed with all present councilors voting yes.

In a separate action, staff member Mister Brooks presented a proposed policy to clarify when the city will fully or partially sponsor events, how sign rules apply and how the city will remain neutral on political advocacy. Brooks said the policy "brings it back into one" consistent framework and protects the council by requiring council approval for fully sponsored events that would cost the city money. Councilors discussed how the policy would handle partisan events and enforcement for inclusivity; Brooks said existing statutes remain in force and the policy documents administrative discretion.

Councilor Richter moved to approve Resolution 2025-29 adopting the events policy; the motion passed unanimously.

Both votes were routine approvals following staff presentations. The council did not amend the resolutions during the meeting.
