Council approves multiple infrastructure pay requests including sewer lining, concrete repairs and mill-and-overlay work

The City of Aberdeen council approved several contract payments and change orders for ongoing capital work.
Dustin (public works) reported the final pay request and a balancing change order for the quadrant improvement project and said the work is complete; the council approved the payment. For the annual curb and gutter and concrete repairs (Kermit Gutter project), staff presented a positive change order totaling about $119,825 and said the project remains within the combined concrete budget; the council approved that payment.
For sanitary sewer pipelining, staff presented a pay request of $85,007.69 to Municipal Pipe Tool Company for lining work at multiple sites, including a section of Sixth Avenue where a portion had collapsed last year. Dustin described the trenchless lining process: a composite resin is pumped into the pipe, expanded to fit the inside and steam‑cured to form a new internal liner, a nondestructive method that avoids opening the street. The council approved the payment; staff said roughly 1,800 feet of lining work was completed this season and additional lining is planned.
The council also approved a $448,003.34 pay request (with a negative change order of about $14,006) for the annual mill‑and‑overlay program to Jensen Rock & Sand. All items passed by roll call.
Council authorized payment of weekly bills after a procedural review and noted one abstention on an Aberdeen Development reimbursement item.
