Samuel Haas, a planner with Abel City, told the Beaumont City Council that a $300,000 grant from the Texas General Land Office will pay for an update to the city’s comprehensive plan and extensive community engagement. "It is a community’s long‑term vision for the growth and development of Beaumont," Haas said, explaining the plan’s scope and purpose.
Haas outlined eight core plan elements staff will address: housing; land use and urban design; multimodal transportation and infrastructure; parks; economic development; public services and facilities; resiliency; and cultural and historic preservation. He said the consultant team has completed initial data collection and will focus on filling gaps through in‑person outreach, workshops, online surveys and stakeholder meetings with local institutions, TxDOT and county partners.
A five‑day charrette is scheduled for Feb. 9–13 with open‑house hours from 8 a.m. to 8 p.m.; the session will include focus groups and on‑site design activities. Haas said a steering committee will guide the process and the consultant will work with the city communications team on branding and outreach for the plan.
