Committee advances two small rezones and a new short‑term rental permit with conditions
Summary
The Land Use Committee recommended 'perfection' for ORDs 5998 and 5999 (rezoning two small agricultural tracts to Residential Estates) and recommended approval of ORD 6000 as amended (a new conditional-use request for a short‑term rental with a two‑night minimum, occupancy limits and a prohibition on events).

The committee recommended advancing two small rezoning requests and a conditional‑use request for a short‑term rental following presentations by county planning staff and applicants.
ORD 5998 (applicant Susan Heckert) would rezone a roughly 3.94‑acre tract from Agricultural to Residential Estates to allow a single‑family lot; staff said the plan commission recommended approval and the subdivision plat is under review. ORD 5999 (applicant James Hutchins) would rezone a roughly 5‑acre tract from Agricultural to Residential Estates for a single‑family lot; plan commission recommended approval and staff noted the plat review is ongoing.
On ORD 6000, county planning staff described a conditional‑use request by Skyler and Jacqueline Braden to operate a short‑term rental on a 9.56‑acre agricultural parcel. Plan Commission recommended conditions including a three‑year permit period, adequate on‑site parking, valid water and sanitation, occupancy limits (generally up to six unrelated individuals), quiet hours (10 p.m.–8 a.m. Sunday–Thursday, midnight–8 a.m. Friday–Saturday) and a prohibition on receptions/parties/weddings. County counsel proposed a ministerial wording change to treat the item as a "request" rather than a "renewal;" the committee accepted the amendment and recommended advancing the ordinance as amended.
Applicants Skyler and Jacqueline Braden told the committee they will enforce a two‑night minimum stay, vet guests and avoid using the property as an event venue. "We're instating a two‑night minimum...we've consulted with a lot of successful Airbnb owners," Skyler Braden said. The committee voted to recommend perfection (advance) on all three ordinances; ORD 6000 was recommended as amended to reflect that it is a new request rather than a renewal.
