Council committee forwards updated MOU with Lancaster County Conservation District

The Public Works Committee on Aug. 11 voted to forward Resolution 54-2025, an updated memorandum of understanding between Lancaster City and the Lancaster County Conservation District (LCCD), to the full council.
Director Stephen Campbell explained the MOU was largely administrative: it adds the ability for LCCD to provide documents electronically, shortens LCCD plan-review timelines from 10 days to 5 days and reduces LCCD inspection-response timelines from 10 days to 8 days. Campbell emphasized there is no proposed change to municipal responsibilities in the agreement and that the updated document would replace the prior MOU that had been in place as of May 2024.
Committee members asked follow-up questions about how timelines are measured and whether figures represent calendar days or business days. A member of the public asked for clarification; Director Campbell said he believed the timelines were calendar days but that he would confirm the detail. After discussion the committee voted to move Resolution 54 to the full council meeting on Aug. 12.
