Council committee advances Parking Authority easement for downtown redevelopment

Community Planning voted to send Resolution 55 to the full Lancaster City Council on Aug. 12. The resolution would grant a projection easement to the Parking Authority to support a redevelopment of the former parking office with tenant retail/gallery space and a canopy that will partially overhang North Prince Street.
The Community Planning Committee on Aug. 11 voted to forward Administration Resolution 55 — a request to grant a projection easement to the Lancaster Parking Authority — to the full council for consideration on Aug. 12.
Larry Cohen, executive director of the Parking Authority, described a multiuse redevelopment of the former parking office at 111 North Prince Street that would return retail and gallery space to that block while relocating Parking Authority maintenance and back-office functions to the rear of the property. "It\'s time to do something with this building... it's a great opportunity for us to give a gift back to the city and invigorate this part of the block," Cohen said.
Project architects described a canopy and facade work that will slightly encroach over the city right of way. Harbor Engineering explained the canopy would overhang the right of way by about 2 feet 3 inches, be approximately 17 feet wide and provide at least 8 feet of clear vertical space above the sidewalk. The easement request is slightly larger than the canopy footprint to allow construction tolerance.
Councilor Craig moved Resolution 55 to the full council; the motion passed by committee 'Aye' votes and will appear on the Aug. 12 agenda for final action.
