Richland County’s Natural Resources Committee approved appeals for several farmland‑preservation self‑certification failures where staff found mitigating circumstances and authorized staff to issue formal notices of noncompliance for other nonresponding landowners.
Staff explained that the state‑required self‑certification deadline was Jan. 31; some landowners failed to return forms. In one case a life‑estate mailing had gone to a prior address and staff said the current manager of the parcel had since worked with county staff to complete a nutrient‑management plan. The board voted to accept the appeal and not issue a notice of noncompliance for that property.
For a separate group of roughly a dozen parcels that did not respond after multiple mailed notices, staff asked the committee to authorize issuance of notices of noncompliance so the state can be notified and tax‑credit eligibility addressed. The committee approved both the specific appeals and the staff request to proceed with notices for nonresponders.
Staff said they will include a blank copy of the state noncompliance form in future packets to help members understand the administrative process.
