DuPage County stormwater committee approves multiple contract renewals and $2.6 million budget transfer

The DuPage County Stormwater Management Committee approved a package of contract renewals, new on-call service agreements and a budget transfer at its meeting. The committee also accepted staff reports and approved routine consent items and claims.
The committee voted to approve a budget transfer (25-25-56) totaling $2,575,000 intended to cover employee salary and medical insurance costs. The chair said the transfers would move funds from salary and wage adjustments and other line items; the motion was moved by Member Garcia and seconded by Member Evans. The motion carried.
Members approved several contract actions affecting stormwater operations and maintenance. Change order 25-25-71 extended the Village at Glendale Heights contract to Nov. 27, 2025, with no change in the contract amount. Change order 25-26-03 extended Black & Veatch Corporation’s contract to Nov. 30, 2026, also with no change in contract amount.
The committee awarded a concrete-services contract (25-25-82) to Bay Crane Midwest to support flood-control facility maintenance from Dec. 1, 2025, through Nov. 30, 2026, at $24,508 (described in the motion as the lowest responsible bid). It approved SMP23-25 with WaterWell Solutions Illinois for well cleaning at the Wood Dale/Itasca reservoir for up to $181,889 and SMP204-25 with WBK Engineering for on-call professional engineering services not to exceed $60,000.
The committee authorized on-call professional services agreements through a qualifications-based selection process under the Illinois Local Government Professional Services Act. SMP22-25 awards on-call drainage engineering services to V3 Companies (contract not to exceed $75,000), and SMP25-25 awards on-call land surveying to Civil and Environmental Consultants (contract not to exceed $50,000). The committee also approved SMP21-25, a professional education services contract for stormwater management from Dec. 1, 2025–Nov. 30, 2026, not to exceed $235,000, with $85,000 charged to stormwater funds and $150,000 to environmental funds.
The committee approved an amendment (SMR13-25) to an intergovernmental agreement (SMR176-22) with the Village of Burr Ridge to extend work on the Elm Street COVID replacement stormwater project to Jan. 31, 2026; no change in contract amount was described.
Routine business carried on the consent agenda: reduced remaining purchase-order amounts for Graham Associates (25-25-73, decrease of $45,290) and NCAP (25-25-97, decrease of $54,087.35), approval of Oct. 7 meeting minutes (25-25-60) and scheduled claims for October (25-26-35). The Verizon wireless/tablet agreement (TEP18-25), up to $33,510, was received and placed on file as informational.
Chair opened the meeting and made temporary committee appointments at the start. Kate McKeen, a public commenter, thanked staff for outreach events and said the county held four “pumpkin smash” events the previous Saturday and 24 countywide; she also urged expansion of cooking-oil collection sites and a paint drop-off. “We had 4 pumpkin smashes last Saturday, across the county, and we have 24 total,” McKeen said during public comment.
Most motions were called, seconded, and carried with no recorded dissent in the transcript of the meeting. The committee adjourned after hearing no old or new business.
