Leavenworth City Commission roundup: ordinances, resolutions and contract awards approved

At its Oct. 28 meeting the Leavenworth City Commission approved a speed-limit ordinance, two event and mutual-aid resolutions, awarded a KDOT sidewalk contract, authorized a Fourth Street design contract, approved zoning consent items and accepted claims and payroll.
The Leavenworth City Commission on Oct. 28 approved a suite of routine and project actions, including a speed-limit ordinance, event and regional agreements, a KDOT contract award and a design services authorization.
On second consideration the commission adopted Ordinance No. 8272 to set 20 mph speed limits on Valley View Road and Summit Street. The roll-call vote was unanimous.
The commission also approved Resolution B-24-09 to permit the Leavenworth Christmas Market to close downtown streets (the 400–600 blocks of Delaware and portions of Fifth Street) and allow possession and consumption of alcohol within the event footprint, enabling the vendor to secure temporary liquor permits through the city and state.
Members adopted Resolution B-24-10 to join a regional resource-sharing agreement through the Mid-America Regional Council (MARC), formalizing mutual-aid and resource-sharing arrangements among regional public-safety agencies.
The commission concurred with KDOT’s recommended award for the Vilas Street sidewalk and ADA-improvement project (KDOT bid opening Sept./Oct.), authorized a not-to-exceed $220,180 design contract for Fourth Street improvements under the City Connecting Link program, and approved two planning items on consent: a special-use permit application to allow small-vehicle sales at 1512 S. Second St. in a light-industrial district and a home-occupation request for commercial flower sales at 813 Kikapo (sales to occur off-site).
Councilors also approved claims and payroll for the period Oct. 10–Oct. 23, 2025, totaling $1,254,711.81 with a payroll net of $424,142.86 (police and fire pension contribution noted).
No substantive opposition to the consent items or resolutions was recorded in the meeting minutes. Several agenda items included staff presentations explaining funding or project timelines; the commission concluded the meeting after routine announcements.
