Mayor Pizzello cited the statutory authority: "pursuant to ARS 38-431.03 A(3) and (4) for legal advice and consultation," and asked for a motion. A councilmember moved, another seconded, and the council approved the motion by voice; the mayor stated, "The ayes have it," and the body entered executive session.
