West Melbourne council adopts ordinance enabling local impact fees tied to water-plant study

The West Melbourne City Council unanimously adopted Ordinance 2025-24 on first reading and final consideration, a measure staff said is intended to allow the city to assess local impact fees in connection with a proposed water-plant project.
City staff member Mr. Carey read the ordinance by title and told the council the change amends section 18-272 of the city code to “pave the way for our water plant to allow us to assess impact fees should the study come back and say that’s the best way to move forward.” Carey said the ordinance also clarifies the code so the city can collect its own fees rather than only passing through fees from other communities.
Councilmember Voltz moved to adopt the ordinance and Councilmember McGuire seconded. The motion carried 7–0; Councilmember Frampus, attending remotely, recorded an aye.
The ordinance, as presented, separates fees that have been passed through from other jurisdictions and creates a local schedule of permit fees permitting West Melbourne to collect impact fees if a future study supports that approach. City staff fielded no substantive amendments during the meeting and indicated the code changes are intended to be effective immediately on adoption.
Next steps: the council approved the ordinance as read; staff will proceed according to the ordinance language and any administrative rules needed to implement impact-fee assessment pending results of the water-plant study.
