Kaufman County Commissioners Court at its regular meeting approved a series of routine infrastructure purchases and land-division items, accepted a private donation of six solar-powered streetlights for Precinct 2 and heard a presentation on the federal Foreign Trade Zone program and a request to sponsor Hytheon's subzone application.
A staff presenter described the U.S. Foreign Trade Zone (FTZ) program, overseen by the U.S. Department of Commerce's International Trade Administration, and the county's agreement to sponsor Hytheon's application for subzone status. The presenter said FTZ status allows duty deferral on goods stored in a zone, reduced processing fees and the potential to eliminate duty on certain production waste. "Goods will come into the warehouse...they will not have been paid duty...and when they leave the warehouse, those payments are then made to U.S. customs," the presenter said, arguing the flexibilities are intended to support job creation and export growth.
On budget matters, the court approved an indigent defense estimate for 2026 of $179,045, a staff presenter said, up from roughly $101,000 the prior year. After the presentation, Chris Phillips made the motion to approve the estimate; Commissioner Lane seconded and the court recorded the motion as carried.
The court also approved procurement and land-development items: it authorized the purchase and installation of a concrete box cover on County Road 4010 in Precinct 4 for $142,500 (presented as using the listed Copper County bid); approved the replat of Lots 6 and 7 of Ivy Meadows (about 8.5 acres divided into two parcels); and approved the final plat for Pine Vista (approx. 3.1 acres split into two lots). Each of those motions was made, seconded and carried by the court.
The court accepted a donation from Keith Bell of Intex Electric of six solar-powered streetlights for Precinct 2, stated at a cost of $33,400. A speaker who identified himself as a state representative and Precinct 2 resident described the units as solar with battery backups and emphasized the lights will have no ongoing electrical cost: "...there's no electrical cost, sunshine is free and with a battery..." He said the donation addresses dark intersections, naming one intersection at 548 and 740 as particularly problematic. The court voted to accept the donation and organizers posed for a photo after the vote.
The clerk presented accounts payable and jury payments for approval; the court approved those claims. Finally, the court voted to exit the regular meeting and enter executive session, with the presiding officer announcing the time as 09:29.
