County adopts 2025 California building codes with local amendments

The San Bernardino County Board of Supervisors approved an ordinance adopting by reference the 2025 California building codes and related 2024 international model codes, with county staff explaining several local amendments.
Miguel Figueroa, county presentations lead, told the board the state-published codes take effect statewide 180 days after publication and that California’s new codes were published July 1, 2025 and become effective Jan. 1, 2026. He said state law permits local jurisdictions to adopt amendments based on local climatic, geological or topographical conditions.
Staff highlighted local differences under consideration: a grading exemption for work not exceeding 100 cubic yards, increased separation distances for private disposal systems (from 50 feet to 100 feet in one noted change) and increased required separation between wells and private disposal systems (from 100 feet to 200 feet in a cited example). The public hearing was opened and closed without additional public speakers on the record for this item; the board moved and the ordinance passed unanimously.
Majette Soleiman, county building official, and other staff were available to answer technical questions but no substantive amendments were placed on the floor during the hearing.
