Minot council approves RFQ for police remodel, budget amendments and other action items

The Minot City Council approved several consent and action items on Nov. 3, voting unanimously to move forward with procurement and budget adjustments.
On consent, the council approved a request for qualifications (RFQ) to hire architect and engineering services to continue design work for a police department remodel. City staff said the RFQ will follow the same multi‑step consultant selection process the city used for its city hall project and that initial phases are intended to preserve prior work and include council check‑in points. The council voted to approve the RFQ.
The council also approved a budget amendment for animal pound services. City staff explained the $132,000 figure represents the estimated total contract cost for 2025 on top of an initial $45,000 budgeted amount; council members asked for clarification about whether that amount will cover the remainder of the year. After discussion the motion passed unanimously.
Separately, the council approved a waiver of storm‑sewer maintenance fees for certain properties (item 7.1) and a budget amendment to replace a transmission on the city transit bus (item 7.3). All items were approved by unanimous vote.
Mayor Janser called the votes after discussion and confirmation that the city will maintain multiple check‑points and scope control for consultant selection and budget decisions.
