Commission authorizes city to accept HUD-funded buyout properties for flood-prone lots

The Daytona Beach Shores City Commission unanimously approved Resolution 2025-14 to authorize the city manager to accept properties acquired through the federal HUD Community Development Block Grant disaster recovery buyout program.
Stewart Cruz, the community service director, explained the measure applies to single-family residential properties in flood-prone areas that were impacted by recent hurricanes (Ian, Nicole and Milton). He said the county's Transform 386 buyout program would purchase eligible properties and then transfer them to the city "subject to federal regulations and subject to any kind of deed restriction," most likely preserving the parcels as open space or stormwater management areas.
Cruz said the city's ongoing obligation would be basic maintenance such as mowing. To date, he said, no property owners in the city have applied to the county program, but the resolution is a formality so the city has authority in place should an owner apply.
The commission moved, seconded and approved the resolution 5-0.
