Napoleon City Council agreed on Sept. 2 to offer a high‑deductible HSA option (Plan 8) for calendar year 2026, alongside existing Plan 2 and Plan 3 options, contingent on employee interest.
Lori (Speaker 12) presented the Health Care Cost Committee recommendation and referenced an HR director memo. "We'd like to try to offer plan 8, like like she says, high deductible HSA account," Lori said, adding the committee believes offering an HSA may give employees more control over premiums and savings. Staff said the city would contribute either $1,200 or $2,000 into the HSA plan per participating employee and that a minimum of five employees must enroll for the city to implement Plan 8 this year.
Council discussion noted prior informal interest and the committee's judgment that five signups are attainable; staff said more education may be needed and the 2026 offering would be used to gauge participation. The council moved, seconded and recorded unanimous yes votes to approve offering the plan for employee sign‑up exploration.
Human Resources will follow up with employees, provide plan education, and return to council if additional approvals or formal enrollment steps are required.
