Napoleon council approves three emergency budget measures on first reading

Napoleon City Council on Sept. 2 voted unanimously to advance three emergency budget measures on first reading, approving suspensions to meet timing needs related to ongoing capital work and year-end accounting.
City staff presented Ordinance 034-25 (an appropriation supplement), Ordinance 035-25 (authorization for intra-fund transfers under Ohio Revised Code section 5705.4) and Resolution 036-25 (authority to transfer fund balances under ORC 5705.14). Kevin, a city staff presenter, said the transfers and supplement were reviewed at the Finance and Budget Committee and asked the council to suspend the usual rules; council members moved and seconded the suspensions and recorded unanimous yes votes on roll call.
The council also approved a targeted transfer tied to the East Washington Street project. Kevin described moving roughly $30,000 from the sewer fund into a newly created East Washington Street project fund to cover timing gaps until grant reimbursements are received, saying the city often functions as the immediate payor and is later reimbursed by grant funds.
Separately, the council completed third reading and passed Resolution 031-25, authorizing the finance director to certify and file annual special assessments for nuisance mowings with the county auditor for placement on the 2025 tax duplicates payable in 2026; staff emphasized the filing deadline is the second Monday in September.
All measures were approved on roll call with the following recorded votes: Britney — yes; Ross — yes; Ken — yes; Bobby — yes; Jordan — yes; Tom — yes; Doctor Dave — yes. The ordinances were advanced on first reading under emergency with suspensions; the special assessments resolution passed on its third reading with emergency.
Council members and staff said the transfers are largely administrative and intended to keep capital projects moving while grant reimbursements are processed. Council will receive formal budget-adjustment items later in the year as part of routine end-of-year adjustments.
