The bid package covers five rooftop units in a mix of capacities (three 15‑ton, one 6‑ton, one 3‑ton). Council members asked whether bidders were local and whether sealed procedures were followed; staff said bids were emailed and that documents would be provided to council for review before contract award.
City counsel read Municipal Order 25005 (citing KRS 82.083) declaring Units 97, 99, 101 and 102 (Dodge Durangos previously assigned to K‑9 service) surplus because the police department no longer fields a K‑9 unit and the vehicles are past useful life. Counsel said the vehicles will be sold by electronic auction and that no independent appraisal is required for an electronic auction method per counsel’s reading.
Council voted to place the surplus municipal order and the procurement information on the record; staff said they will circulate full bid tabs and address procedure questions before awarding any HVAC contract.
The council did not finalize awards or sale details at the Sept. 8 meeting; staff will return with the sealed bid documentation and auction schedule as part of the procurement and surplus process.
