The council had been considering ordinance 025030, a read of which described rezoning roughly 1.22 acres (Parcel 037C0001001) from R‑1 to R‑3 with restrictions limiting the site to no more than seven single‑family houses and requiring any additional material in FEMA‑regulated floodplain to be mitigated at a 1:1 ratio. Council members and residents debated drainage, lot sizes and whether adjacent homeowners had been appropriately notified of revisions to the site plan.
