Randolph County Board of Education adopts $182.4 million operating budget for 2025-26

The Randolph County Board of Education on Monday approved the superintendent's proposed fiscal year 2025-26 operating budget, recorded at $182,411,615.50.

Marty Trotter, who presented the budget, said the proposal combines state funds, local current expense, federal grants and special-tax revenues. "So tonight, board members, I'd ask for approval on the 25-26 superintendent's budget in the amount of total operating budget, $182,411,615.50," Trotter said.

Trotter outlined major fund categories: state funds of about $117.44 million, local current expense revenue of $29.318 million (including $2,120,001.76 in appropriated fund balance), federal revenues near $13.0 million, a capital outlay allocation of roughly $3.0 million and a school nutrition fund totaling about $12.0 million. He also described categories of expenses—instructional services, systemwide support, ancillary services and nonprogram charges—and noted the budget currently balances revenue and expense across funds.

Superintendent Dr. Gainey framed the adoption as part of an ongoing process. He told the board that the district may return with amendments during the year if the state legislature or federal grantors change funding levels.

Board members moved and seconded the resolution and approved it by voice vote. The board did not record an individual roll-call tally in the public record at the time of the vote.

What happens next: staff will carry the adopted appropriations forward into operations, and the board will receive monthly reports on any proposed amendments or reallocations as state or federal decisions require.
