Cedar City staff report $50,000 quote to repair decaying pipe at treatment plant

Ryan Marshall, Cedar City’s public works director, alerted the council that a pipe under the dewatering building at the city’s treatment plant has begun to collapse and needs repair.
Marshall said the city received a vendor quote to perform a trenchless 'slip-line' rehabilitation of the main pipe and connections: "It's gonna be around $50,000 for them to come in and do the main pipe going through and then all the connections that come into that." He said the problem has been observed for six to seven months and cleaning efforts have been recurring.
Staff outlined two funding options: cover the repair from the plant’s operational/maintenance budget (Marshall said there's roughly $150,000 in that budget) or treat it as a capital project and include it in an upcoming budget revision. Council members supported using existing maintenance funds so work could begin quickly; staff cautioned that drawing the $50,000 from operations could require a year-end budget opening if additional expenses arise later in the fiscal year.
The council signaled support to proceed using the maintenance or capital funds available and asked staff to manage any necessary budget adjustments at year-end if expenditures require it.
