The Plan Commission approved a multi‑part development package by Lang Urban Sustainable Homes on Stratford Road that included a recommended land‑use change, zoning amendment to RD2 (two‑family), a planned unit development (PUD) overlay, site plan approval for three duplex buildings and several single‑family lots, and a certified survey map to consolidate the southern four lots into a single duplex lot.
City staff explained the request as an extension of an earlier July hearing to add roughly 0.16–0.2 acres into the planned unit development. The developer will relocate some existing storm sewers, extend a water main from Jackson Street and Highmount, and be responsible for other utility work. Staff said the site plan meets basic zoning standards for building separations and setbacks and recommended approval of all items.
Commission discussion focused on responsibilities for stormwater and grading, preservation of the tree line and a single large tree that will be removed, and the mechanics of the condominium ownership for the two‑family lots. The developer’s surveyor said they will preserve as many trees as practical and push building footprints to minimize grading.
The commission approved the land‑use change, the zoning amendment, the PUD overlay, the site plan and the certified survey map by unanimous voice votes or standard motions. Staff noted that additional documents — a final grading plan, utility relocations and a final site plan — will be required during permitting.
