Eureka council updates on Jubilee, new Utah Film Trail marker, CDBG workshops and hydrant repairs

At the Aug. 11 meeting the Eureka City Council covered event logistics for the upcoming Tinnick Silver Jubilee, announced a new Utah Film Trail marker in downtown Eureka and reviewed several facility maintenance items.
Brad (staff member) told the council that Eureka was selected for the Utah Film Trail for the “Maldonado miracle” film; a metal marker about four feet tall was delivered and installed in front of the Memorial Building. “It was installed this morning in front of the memorial building,” Brad said, and he asked staff to try to arrange a dedication at the Jubilee celebration if the Film Commission can provide a representative.
Brad also said the council canceled planned fireworks after a pyrotechnician raised safety concerns and cited current fire restrictions. “I don’t feel comfortable doing it given that the current fire restrictions and basically the weather,” he said, and the council discussed rolling donated funds toward a later event such as a tree lighting if donors agree.
Shay (staff) briefed the council on grant opportunities, saying Community Development Block Grant (CDBG) workshops will be held in October and are required to apply. “The workshops are mandatory to be able to apply for that… it’s all grant, there’s no loan portion with it,” Shay said, while noting the federal administration makes the program administratively complex.
On facilities, council members reported a leaking top element on the Memorial Building water heater that has been replaced; they also noted two hydrant issues. A newly installed Beck Street hydrant lacks a thrust block in the excavation and requires placement of a thrust block to prevent movement; an Eagle Street hydrant had been removed and a replacement will be installed, possibly moved about 8 feet off the street while work on Beck proceeds.
The council approved the consent agenda (a motion was made to approve the consent agenda with a caveat regarding a CD maturing 08/19/2025), accepted updates on parade logistics and donations from local businesses, and agreed to a Centricom service project date change to Sept. 3.
Next steps: staff will follow up with the Utah Film Commission on a possible dedication, coordinate invoices and payments for Jubilee entertainment, obtain cost estimates for leaving or expanding Wi‑Fi at the Memorial Building and park, and schedule hydrant repairs with Southwick Plumbing.
