Ada County denies protest, awards sheriff uniform contract to Curtis Blue Line

The Ada County Board of Commissioners on Aug. 26 denied a protest to the rebid for the county sheriff's uniforms and approved awarding contract bid 25069 to Curtis Blue Line.
Procurement staff told commissioners the evaluation compared bidders by percentage discount from manufacturers' suggested retail prices and by alteration discount percentages. Uniforms to Gear filed a protest seeking confirmation that alterations would be locked at a fixed $20 MSRP; procurement staff said the $20 figure was an example and that the award was determined by the discount percentage applied to the actual alteration cost. The board voted to deny the protest and then voted to accept the evaluation team's recommendation to award to Curtis Blue Line.
Procurement read the award letter listing manufacturer-specific discounts and an itemized alteration discount schedule the vendor offered. The discounts include, for example, 39% for one manufacturer, 36% for Blauer and 30% for Richardson, plus an array of alteration discounts (some lines listed at 75%–100% reductions for certain items). The board accepted the recommendation and the motion carried.
Separately, the board considered RFP 25068 (elections equipment transport). Procurement said the sole proposal received came in over budget; commissioners voted to reject the proposal and direct the clerk/auditor/recorder's office to procure the service on the open market.
The board also approved bid 25075, a purchase of unmanned aircraft systems (UAS) for Ada County weed/pest/mosquito work, awarding the purchase order to Leading Edge Aerial Technologies for $78,854.25 after receiving two proposals.
Other procurement items were tabled for further review: the award recommendation on Bid 25070 (Ada County victim services stair and ramp replacement) was postponed to the Sept. 2 meeting after a protest from Optimum Bridal Group; the board also opened seven bids for outdoor paved storage improvements (bid 25074) and tabled award to Sept. 2 to allow staff evaluation.
The commissioners made the awards and rejections by motions and voice votes during the open session.
