Board hears enrollment and substitute-staffing update and approves pre-K stipend budget amendment

Operations staff reported the district has 141 active substitute teachers and 48 more in the onboarding process; the district’s target was about 150 active substitutes. The board noted improvements from the SubTracker tool that streamlines assigning substitute jobs and discussed the attractiveness of current pay rates: $95 per day for noncertified substitutes and $110 per day for certified teachers, figures approved earlier this year.
On enrollment, the chair said the district’s headcount is down compared with last year by roughly 50–100 students at this point (he estimated about 70 students) and reported district enrollment just under 6,000, approximately 5,975. Some schools were up (for example, Urban College and Warren Academy) while others were down (Centertown, Eastside, Hickory Creek). The chair attributed part of the decline to the Education Freedom Act and scholarship programs and noted a new local homeschool collective called Orchard may have affected numbers. The chair said the state established a funding floor under the Education Freedom Act that should preserve funding for disenrollments for nonvirtual students and that, as reported to him, the state would not track individual scholarship recipients leaving the district.
The board also approved general-purpose budget amendment number 2, a pass-through of a state-provided stipend for pre-K teachers who attended qualifying training; the district is covering the local portion so teachers receive a larger net payment. Motion to approve the amendment was made by Mister Johnson, seconded by Mister Jeffins, and carried on a voice vote.
Board members asked for a follow-up report when third-grade retention data is finalized and for any additional enrollment detail the district can provide next month.
