Plainview City Council approved two equipment purchases for the solid waste department on Nov. 11.
Landfill Superintendent Brock Lively presented a recommendation to replace a 2014 Caterpillar D6T with a 2026 Komatsu D71 bulldozer. The unit was quoted at $496,500 with a $97,000 trade‑in, producing a net purchase price of $399,500. Lively said funding is available in the FY25‑26 solid waste management improvement fund, which was budgeted at $600,000 for equipment. Councilmember House moved to approve the purchase and Councilmember Garcia seconded; the motion passed and the city will proceed with the BuyBoard purchase as presented.
Lively also requested authorization to buy a 2026 MAC chassis with a canned commercial side‑loader body to replace a 2015 Freightliner. The quoted price was $338,095.54 and the item was budgeted at $380,000 in this fiscal year's solid waste improvement plan. Lively said the purchase would comply with HDAC/BuyBoard competitive purchasing and the truck is typically frontline for about five years before reassignment. Councilmember Rascon moved and Councilmember Rodriguez seconded the motion to accept the purchase through HGAC; the council approved the purchase.
Council members noted local ties to side‑load refuse technology and praised staff stewardship of budgeted funds. The city will finalize ordering and arrange operator training included with new equipment deliveries.
