At its Nov. 5 meeting, the Toledo City Council adopted a series of ordinances and resolutions spanning labor agreements, grants, capital projects and infrastructure financing.
Appointments and confirmations
- The council confirmed Mayor s appointment 505-25 confirming Michael Deaton to the Electrical Board of Control for a three-year term to 11/05/2028; the clerk noted a requested Section 61 waiver.
Labor agreements and employee contracts
- Ordinance 5-22-25: Revision to the collective bargaining agreement between the City of Toledo and Teamsters Local 20 (successor agreement) was adopted under emergency suspension and immediate passage.
- Ordinance 5-23-25: Revision to the City s agreement with AFSCME (Local 7) was similarly adopted under immediate consideration and emergency passage.
Grants and awards
- Ordinance 4-75-25: The council accepted a U.S. DOT Reconnecting Communities pilot grant for $1,107,700 to support planning, design and community engagement for a multi-use trail along Swan Creek; the ordinance authorizes a $176,400 subaward to the Junction Coalition and waives competitive bidding for that subaward.
- Ordinance 5-11-25: The city accepted an additional $118,544 from the Ohio Department of Rehabilitation and Correction for community corrections programming, bringing the program total to $1,728,613 for 2025-2027.
- Multiple state public-safety grants were accepted for enforcement programs and traffic safety; the council approved related appropriations and emergency clauses.
Parks, capital and neighborhood items
- District improvement funds were authorized to renovate the Friendship Park basketball court ($80,000) and build pickleball courts at Fort Meigs Sertoma Park ($175,000). The council moved to study demolition by neglect through the Plan Commission.
- Resolution 524-25 declared intent to vacate the remainder of an alley at 2014 Consol Street.
Water financing
- Ordinance 5-19-25 (amended) authorizes the mayor to apply for and accept loan proceeds from the Water Supply Revolving Loan Account in an amount not to exceed $100,000,000 for the distribution system improvements project; the ordinance creates a dedicated repayment source and passed under emergency.
Other items
- Ordinance 4-87-25 replaced prior authorization for a renewable natural gas project and accepted incentive payments and revenue arrangements for landfill/digester gas programs.
- The council approved multiple procurement-related ordinances, including acceptance of grants for fire/rescue equipment, purchase of used medic units, body-worn camera equipment, and a selective traffic enforcement program.
