Planning commission recommends two small annexations to city council, with conditions

The Loudon City Regional Planning Commission voted on two relatively small annexation plan‑of‑services packages and directed staff to forward recommendations to city council.

For 448 Holt Drive (a five‑acre parcel proposed for R‑1 low‑density residential zoning), applicant Greg Oller described plans to subdivide into three home lots for family occupancy. Staff said police, fire and utilities are available and no major capital upgrades are anticipated for this small proposal; the commission voted to recommend the plan of services as adequate for city council consideration.

For Matlock Road East (a 9.08‑acre parcel proposed for E‑1 professional/civic zoning with a 5,500‑square‑foot commercial building and one residential lot), staff reported available water, sewer, gas and electric service near the site. The staff report estimated modest capital costs (including an annualized share of roughly $5,800 over 10 years for asphalt resurfacing tied to this parcel). Commissioners approved a motion to recommend the plan of services, with the owner to be responsible for tapping fees and any construction beyond existing mains.

Both actions are recommendations to city council; final annexation and zoning actions will be taken by the council after the staff reports and statutory notifications (including notice to the county school system) are completed.
