Council advances property purchases for 116th/Lakeshore roundabout; two parcels already acquired

The Carmel Common Council moved forward Nov. 3 with property acquisitions needed for a planned roundabout at 116th Street and Lakeshore Drive.
Councilor Snyder introduced a resolution expressing interest in purchasing properties valued over $25,000 when necessary for road and multiuse‑path projects. Engineering director Brad Pease later told the council the project requires small corner “cut” parcels from four properties; two of the parcels have already been purchased and two remain to be acquired if the ordinance is approved.
Pease said the acquisitions are limited to corner rounding for the roundabout and that the project would include raised crosswalks and rapid‑flashing beacons to improve pedestrian safety. He said utility complications — including a substantial AT&T fiber network in the area — make it unlikely construction would happen next summer.
Councilors asked whether owners had been approached; Pease said property owners had been told about the project but the city cannot negotiate purchases until the ordinance authorizes acquisitions, and that the city will appraise and approach owners after council action.
After engineering answered questions, a councilor moved to approve the resolution and the council voted in favor.
What’s next: with council approval, staff will be authorized to appraise and negotiate purchases for the remaining parcels and return to council as needed with final terms.
