Waco staff outline ADA Title II work plan and possible consultant‑led self‑evaluation

Human Resources Director Missy Poshoski and ADA Coordinator Lee Holmesley presented the city’s Title II Americans with Disabilities Act work plan and next steps for a comprehensive self‑evaluation and transition plan.
Poshoski said the city has created a nondiscrimination web page with instructions to contact the ADA coordinator, a centralized complaint‑tracking system and department liaisons for web accessibility. Lee Holmesley reviewed Title II obligations and described the TxDOT three‑survey monitoring process; city staff completed survey 1 (May 2024) and survey 2 (Aug 2024) with feedback for improvement, and survey 3 was completed the day before the presentation with results pending.
Holmesley said the city intends to perform a self‑evaluation and produce a transition plan that prioritizes barrier removal based on impact, frequency of use and funding availability. Poshoski told council peer cities commonly hire consultants to manage the scale and technical requirements of these evaluations; she estimated a consultant engagement could cost roughly $800,000 to $1,000,000 and take 2–3 years, but staff will leverage existing data (facilities studies, inventories) to control costs.
Council members asked whether repurposed buildings and future operations facilities will be included; staff said the evaluation will consider building life cycle and prioritize accordingly. City staff said they will begin rolling out Title II training for employees in early 2026 and plan to issue an RFP to engage a consultant for the self‑evaluation.
